I have read the amended draft of the Agreement
which you were good enough to hand to me informally on
Monday last, and I regret to state that as regards
essentials I find it unacceptable.
I am anxious, however,
to continue the negotiations with the Hongkong Authorities
on the basis of the July 1929 draft, with article V. en-
tirely deleted;
or to discuss any other formula for co-
operation which llongkong may present
provided that such
formula affords China's Revenue such protection as she
deems essential; that China be not called upon to grant
to Hongkong privileges denied to others; and that pro-
vision be made for the Maritime Customs to participate
actively in the routine work necessary for the control,
etc. of cargo, and in such Preventive measures in Hongkong
and the waterways thereof as may be proposed.
